 This will be on hold until #37914 is addressed. In addition to the
 specific menus use case noted in this ticket, this is a major foundational
 piece to allowing things like post editing and full site building within
 customize changesets, under the umbrella goal to edit any aspect of a site
 with live preview, saved drafts, revisions, and scheduled changes.
