Milestoning for visibility - does the block-based widget editor in the
customizer proposed for 5.8 fix this problem, is it the same, or is it
worse? I suspect it may be fixed (or at least improved) because the block
editor is more fully JS-based and may effectively lazy-load widget blocks.
If it's fixed, then we can close this ticket on merge. If it's the same,
then this can be moved back to future release. And if it's worse, then
that also needs to be addressed for 5.8.
