Comment:

 Block editing in widget areas in the customizer is now proposed as part of
 5.8. Milestoning this again for visibility. At this point I would suggest
 either addressing this issue ''with'' the changes in 5.8 or closing as
 `maybelater`. In other words, making a final decision either way for 5.8.
