 @johnjamesjacoby webp was added to new sites. See this
 [https://github.com/WordPress/wordpress-
 develop/blob/6a5ff5aa03713469a97398d6c93b476d19719b08/src/wp-
 admin/includes/schema.php#L1218 line]. Not sure if we should add it for
 existing sites. We have done this before.
