Comment:

As a 38-year-old, I think 20-somethings can have a mind of their own
 sometimes ;)

Seriously, though, I don't like the idea of automatically changing that
text in activated themes. ''Maybe'' Twenty Twenty-One and/or Twenty
Nineteen could have both text strings, and the preference could be defined
(as the text without "proudly") on an activation hook.

I do prefer changing the credit for future bundled themes:
 - Twenty Twenty already has "Powered by WordPress" instead.
 - While the meaning and purpose may have changed since 2007, the comment
within the once-default Kubrick theme clearly notes that displaying "[This
blog] is proudly powered by WordPress" was a way to support and promote
 WordPress.
 - None of the six options for WordPress.com sites include "proudly" and it
can make more sense there than on many .org sites.

#42644 proposes a method to choose footer credits in the Customizer,
similar to the dropdown for WordPress.com sites.

Anyway, I agree this is a duplicate of #3931.
