 @desrosj did you clear your npm cache before reinstalling?

 So far I've only been able to reproduce your issue after symlinking my
 local @wordpress/scripts package to wordpress-develop. After doing that,
 deleting node_modules and reinstalling produced exactly the same diff as
 yours, but repeating the process installed correctly.
