 Hi @otrtomek welcome to WordPress Core Trac,

 The field you highlighted in your screenshot is not a user role filter but
 a tool to change user roles from on to another.
 You have to select one or more users using the checkbox provided on the
 left in the user table, then you can use this tool to change their role.
