 So, we're saying that it is too difficult a decision / too complicated for
 site owners to opt-in, but we expect them to know exactly how each plugin
 treats what data and what data might be sensitive and how to exclude it?

 Look, I support SEO wholeheartedly. But if site owners are going to have
 that level of responsibility, it cannot be on-by-default. You have to give
 them a meaningful choice / actually make sure that they know they have a
 choice.
