 Thanks for the ticket!

 Just noting that this is probably intentional. There was some discussion
 previously in #37826, and the consensus appears to be that (quoting from
 comment:4:ticket:37826) just as you can't edit posts in the trash you
 shouldn't be able to moderate comments of said posts, and would need to
 restore them first.
