Comment:

 [https://github.com/WordPress/wordpress-develop/pull/209 PR209] lays the
 first baby step towards the ability to do visual regression testing, i.e.
 first locally and then later through the CI. It's a starting point for the
 foundational pieces. Marking it for commit consideration.

 **Core committer note:**

 The artifacts folder, i.e. `tests/visual-
 regression/specs/__image_snapshots__`, excluded upstream when committing
 by updating `svn props`.
