Comment:

 The hover/focus color matches the admin menu blue background since 5.7.1
 for the default color scheme:

 - [50025] updated the menu item background to `#2271b1`.
 - Then [https://core.trac.wordpress.org/changeset/50687/trunk/src/wp-
 admin/css/common.css changeset 50687] switched the filter button hover
 color to the same blue for better contrast.

 People might not expect that blue in other color schemes, but the reported
 issue is fixed.
