 Using FireFox 78.11.0esr (64-bit) on Mac, I am able to reproduce the
 following buggy behavior (without plugins and default Twenty Twenty-One
 theme).

 Top Toolbar option closes upon clocking any of the inner elements. This
 option works when not in Customize view which makes me believe it is a non
 gutenberg issue.
