 This patch will need refreshing every time an npm package changes in
 trunk, as that causes conflicts in the package-lock file. So the best
 approach to save time and effort is to refresh it only when we're about to
 commit it. I'm happy to do the refresh (it's just a matter of rebasing and
 re-running `npm install` but can't commit so please feel free to ping me
 before committing so I can refresh the patch.
