I'm sorry to hear you are having issues with your website. Please note
that Trac is used for enhancements and bug reporting for the WordPress
core software, not for individual support questions.

If your theme uses a "masonry" layout for widgets, as Twenty Thirteen does
in the footer sidebar area, that *might* explain why widgets show up in a
different arrangement in different browsers.
