 I've prepared a fix for
 https://core.trac.wordpress.org/ticket/53175#comment:34 at
 https://github.com/WordPress/wordpress-develop/pull/1324

 I've also prepared an alternative PR at https://github.com/WordPress
 /wordpress-develop/pull/1325 that moves the dependencies to the specific
 files that need them (wp-settings, load-styles) instead of loading them
 via script-loader.
