Comment:

 Hello there, this is expected behaviour as mentioned in the last section
 of the [https://make.wordpress.org/core/2021/06/25/introducing-theme-json-
 in-wordpress-5-8/ related dev note].

 Note that there's no requirement for adding a `theme.json` to existing
 themes but once you add one you have to adjust the theme according to the
 new structure.
