 I just check that Google test image (WP5.8, Imagemagick 7, PHP magick 3.5)
 and it worked fine.

 WebP doesn't have a lot of support in older OS versions. Maybe try a tool
 like https://softcreatr.github.io/imei/ and update the Imagemagick.
