 Thanks for the report!

 It seems to be related to when the settings sidebar is expanded (which
 happens when you type within a block).

 There is a similar issue opened on the Gutenberg repository:
 https://github.com/WordPress/gutenberg/issues/24734

 However, that was closed in favor of an issue about reopening the
 inspector panel sidebar, and I think you want to keep both open at the
 same time.
