Comment:

 Adding an icon would make it (visually) consistent with other top-level
 core links, and that can show on mobile.

 Without plugins, the toolbar is not overcrowded in single or multisite.
 With additional links, this could start wrapping links to the next line in
 some cases. I do not consider this a blocker, though it would be better if
 the problem on #28983 is solved first.
