 Welcome to WordPress Core Trac! Sorry to hear the `Add New` button is not
 available for Pages.

 I checked on multiple sites running 5.8 and the `Add New` button is there
 on each site.

 It's difficult to reproduce or investigate without more information.

 This seems like a support request rather than an issue with WordPress
 itself. It may be coming from a plugin, theme, installation, etc.

 My recommendation is to first try the troubleshooting instructions and if
 there's still an issue, then try the Support forums:
 https://wordpress.org/support/forums/. When opening a request, please
 share more information such as:

 - Is this a new installation of WordPress or did was your site upgraded to
 5.8?
 - Does the "Add New" button appear on the Posts and Media Library screens?
 - Does the problem resolve itself when deactivating all plugins and switch
 to a default theme like Twenty Twenty-One?
 - Share a screenshot

 All of this information helps others to investigate and provide you with
 guidance.
