 Hi,

 I was able to reproduce the issue with no plugins installed, v:5.8 and
 TwentyTwenty Theme.

 It is interesting to note that some images are converted to webP while
 some stays as JPEG. I used images from Unsplash and same image with
 different dimensions get different result.

 Image doesn't get converted to WebP unless the image downloaded is in it
 'Original Size'

 Unsplash Image 2: https://unsplash.com/photos/1XKOnsxF1-M

 Image get converted even downloaded with 'Medium Size'

 Also noticed that most of the images that gets converted has an min
 dimension of[abc by 1697] pixels (ie. inside WP media)
