Comment:

 In doing a search of Jetpack's GitHub repo, there is a closed
 [https://github.com/Automattic/jetpack/issues/20057 issue for this
 report]. It does have a merged fix though I'm not sure if the fix has been
 released yet.

 As @johnstonphilip noted, you can use the Classic Widgets plugin to
 restore the old widgets screen. I just tested with 5.8 and Jetpack to
 confirm the widgets visibility option is available when using it.

 What else can you do?

 As this is not a WordPress Core issue but rather a plugin issue, closing
