 Searching for a translated german plugin title fails if the search string
 contains a special character like a german Umlaut on
 de.wordpress.org/plugins/search
 and on site which german locale
 /wp-admin/plugin-install.php?s=(...)

 Faced this while searching for https://de.wordpress.org/plugins/public-
 post-preview/
