 When using a given block, patterns can be suggested which use that block.
 For example, in Twenty Twenty-One, the "Large Text" pattern uses a heading
 block, so if the user adds a heading block, it should suggest this
 pattern.

 The patterns in Twenty Twenty-One should be updated to have these
 suggestions.
