 PR https://github.com/WordPress/wordpress-develop/pull/1471 fixes the
 issue by tweaking the TwentyTwenty-One theme, and exiting early if it
 detects the request is for a widget-preview.

 Since this is a commit in the twentytwenty-one theme, it can be published
 independently from WP 5.8.
