 following URL is failed to LOAD recovery mode

 login.php?action=enter_recovery_mode&rm_token=vP3e5moLqEabZzDR5bcTmN&rm_key=paEHOwp5RiXF8pmB027fxs

 website is down due to plugin we need to disable the plugin in order to
 make it works but recovery mode is not working well with the error of
 "Recovery Mode not initialized."

 Please help us to initiate recovery mode
