 Looks like [49939] accidentally updated the versions for several
 dependencies not specified within the `package.json` file.

 [https://build.trac.wordpress.org/changeset/49638 Reviewing the build
 repository], the `common-rtl.css` file was updated as a result of the
 `grunt-rtlcss` updated and looks good.

 The `blocks.js` file (and `script-loader-packages.php`) was updated as a
 result of these changes, but this only resulted in an additional empty
 line. This doesn't seem to be problematic, and it's preferable to use the
 most recent versions of dependencies anyways.

 I think this is OK to leave, but I wanted to make a note of those
 additional updates being included here.
