 After more than 6 years for something so fundamental, isn't it better to
 get some activity happening than to move it again?

 Seems like
 https://core.trac.wordpress.org/attachment/ticket/32315/32315.3.diff
 includes a fix and a test. Can this be tested and progressed if it's
 better, even if it's not perfect?
