Comment:

 I agree with @azaozz that this is a wontfix for the reasons stated about
 the intent of script localization.

 I'm going to close this as such and have opened #52534 for managing the
 PHP 8.0 warnings.

 Docblock improvements can be done on a "Docblock improvements for ..."
 ticket such as #51800.
