Comment:

 Similar to the Welcome Guide Tips Pop-up, setting this preference
 according to the user profile relies on
 [https://github.com/WordPress/gutenberg/issues/15105 issue GB15105]. There
 is also a more specific issue for the fullscreen mode setting:
 [https://github.com/WordPress/gutenberg/issues/27129 GB27129].

 For anyone who wants to change the setting immediately, the
 [https://wordpress.org/plugins/disable-welcome-messages-and-tips/ Disable
 Welcome Messages and Tips plugin] also disables fullscreen mode when the
 page loads.
