Comment:

 New patch uses `wp.a11y.speak()` and `._defer()` to defer the error
 message and focus change until Backbone is finished rendering.

 Could use some broader testing, but seems to do the trick. Testing process
 still same as above in
 https://core.trac.wordpress.org/ticket/47120#comment:51
