Comment:

 I can reproduce similar behaviour going right back to 5.0.14 without
 Gutenberg installed.

 This issue appears to have been reported upstream in
 [https://github.com/WordPress/gutenberg/issues/30516 GB 30516]. Let's
 continue the discussion there.

 Resolving this ticket as `reported-upstream`.
