 === Issue
 After inserting a paragraph block, the 'Add New Block' icon disappears
 from the editor. The toggle block inserter on the left side is still
 visible.

 == How To Reproduce

 * Open any editor
 * Insert a paragraph block and insert content

 === Expected Outcome
 After inserting content, a 'Add New block' icon appears below the existing
 content to insert further content.
