 Issue:
 Undoing any action removes the header inserted in FSE editor.

 == How to reproduce

 * Open the FSE editor. Start with an empty page.
 * Insert an header block.
 * Add some paragraph blocks or heading blocks
 * Do some simple edits on the current texts(Bold Italics, etc)
 * click on undo once

 Result:
 The current header gets removed from the editor and the frontend.

 Even saving after each step results in the same issue.
