 Ok, got it - so if the filter passed additional context such as a
 reference to the image ID or the size meta, you would have what you need
 to set the appropriate compression level. (or perhaps we need a different
 filter)... Great suggestion, this feels like a nice enhancement!

 I modified the ticket title to clarify the request is about setting
 quality for each sub sized image.
