 Initial patch added, including a filter to allow devs to override if these
 settings should be hidden.  May need help with naming, as well as file
 placement of `wp_media_options_should_display_image_size_settings()`
 function.

 Note that this also preserves `do_settings_fields( 'media', 'default' );`
 on the Media options page.
