Comment:

 The `Navigation Menus` item will be removed in 5.9 Beta 3. I just tested
 [https://github.com/WordPress/wordpress-develop/pull/2048 PR 2048] (which
 is a backport from Gutenberg) and it is indeed removed.

 Closing this ticket as `reported-upstream`, as it's been removed in
 Gutenberg (and I'm not sure if any of the other reasons are a better fit).
