 On a fresh install of WP 5.9 Beta 2, the "Navigation Menus" screen is an
 empty post type list screen. It's pretty confusing and I think it's
 necessary to add some information about this screen.

 The usual way to provide information about an admin screen is to use the
 help tab system, but given this is a new feature, we may probably want to
 add a small `info` notice on this screen as well.
