 The welcome panel only shows up if you have `edit_theme_options`, which
 works for the Customizer link… but I realize I don't know which
 capabilities are needed for the site editor/styles. Is is still
 `edit_theme_options`?

 This new box is much nicer :) I think linking off to the Theme page would
 be fine, but we'd need different copy again. What about using this area to
 link off to user documentation about block-based themes, if such a page
 exists?

 Sounds like this patch needs more copy work— for the last two sections
 when a user doesn't have a block-based theme.
