Comment:

 Sorry for the delayed response.  It seems as though this needs to be
 routed to the plugin for further consideration.  What I propose to do is
 to let them know about this ticket and then see what they have to say.
 FWIW I am still seeing the problem.  Just to be clear, there is a
 workaround.  Getting there from https://HOSTNAME/blog/wp-
 admin/customize.php?url=https%3A%2F%2FHOSTNAME%2F works just fine, while
 the edit fails from https://HOSTNAME/blog/wp-admin/widgets.php.
