 directly resolves the fatal error by preloading the `wp-
 includes/Requests/Exception.php` file from the "to" version of WordPress
 before the files on the filesystem are upgraded to 5.9.

 It's ready for commit.

 Note: This PR does not resolve the cURL timeout issue.
