 [51653] and [51693] are looking good to backport. I haven't been able to
 reproduce the bahavior after those commits are made.

 At first glance, I thought that 10,000 for the loops's upper limit was
 unnecessarily high, but the odds that a site will get over 100 or 1,000 is
 most likely a super edge case.

 I say let's ship it.
