Comment:

 I submitted a patch in #53542. I think we can close this in favor of that.

 Gutenberg has also recently
 [[https://github.com/WordPress/gutenberg/pull/34132|enabled reduce-
 motion]] in e2e tests. Hence, I think the fix in #53542 should do the job
 :)
