Comment:

 Hehe, not sure "Proposal" is the right word here. This is a part of making
 the WP tests depend on third-party software. The "Polyfills" should be
 installed globally in the Docker image (hopefully without all the unneeded
 old versions of PHPUnit) so testing will work again as it used to.

 This is by far the easiest/most user friendly way to handle the changes in
 PHP testing.
