 Hi and thanks for the ticket!

 `Ctrl + S` does not work for me (Firefox/Windows) in the theme Customizer
 with most edits. However, if I press those keys in the new block Widgets
 part of the Customizer, the keyboard shortcut does publish/save changes.
 Then I can also save other sections of the Customizer with `Ctrl + S`.

 I don't think this shortcut was intended for use with Customizer settings,
 so this might be an enhancement instead of a bug.
