 The link doesn't fit very well above Dashboard, so the link is below the
 bottom separator instead in [attachment:"53888.menu-bottom.patch"].

 I did not include a network submenu to avoid confusion with other links
 that have the same text (which refer to the individual site's Dashboard,
 Users, etc.).
