 Looking at [attachment:"46149-hard-deprecate-checkRequirements.patch"], I
 was wondering if we still need something to handle the `ms-required` and
 `ms-excluded` groups, but then realized they are already handled in
 configuration files:
 * `ms-required` is excluded in single-site `phpunit.xml.dist`.
 * `ms-excluded` is excluded in `tests/phpunit/multisite.xml`.

 So the patch should be good to go.
