 When an admin color scheme is chosen other than default, the color scheme
 applies to the backend admin bar but not the frontend admin bar.

 From a user perspective, this is jarring and unexpected, because the
 frontend admin bar "feels" like it is the same admin bar as the backend
 admin bar.

 The frontend admin bar should share the chosen color scheme of the backend
 admin bar, unless technical reasons prevent this.
