 Dear Lynne miller,
 Seems from the error message you share in your post. The problem you are
 facing's you can't upload media files more than you can't publish a new
 post. It can happen because of Media folder permission(~root/wp-
 content/uploads), and you need to contact your hosting company to fix such
 an issue.
