Comment:

 Sorry for being late here, but I haven't seen this issue until now. :/

 I understand the reasoning behind removing the somewhat unreliable logic
 for when the site is already being accessed over HTTPS. However, what does
 that have to do with reducing the severity of the entire check?

 I'd like to better understand why the decision was made to reduce it to
 "warning". Not using HTTPS today should be considered severe, and a goal
 of the original issue #47577 (which would have been good to review here)
 was that users should be informed about it in their WP dashboard so that
 WordPress can raise better awareness of the problem.
